The panel gives their thoughts on what is next for capacity building and implementation of #CORSIA2017:

Paulo Jardim, Brazil:

  • Emphasis is placed  on information delivered quickly, so that we can expedite needs for implementation
  • It is important for stakeholders and industry to have CORSIA fresh in their minds
  • Next steps include provide training, provide standards and guidance to States

Olaf Hoelzer-Schopohl, Germany:

  • We’re on a good path to prepare for implementation of CORSIA
  • Next step is to test the training needs to be able to do the tasks Need to ensure environmental integrity, more information as quickly as possible
  • Ensure resources are available

More representatives on the panel weigh in on the takeaways from the regional seminars.

Mercy Beatrice Awori, Kenya and the Eastern Region:

  • #CORSIA2017 seminar in Nairobi had excellent participation, 34 countries from East, South, Western and Central Africa: 67 participants total, very representative of the region
  • Seminars were very informative,  the level of participation (in terms of questions raised) was very indicative that participants understood what was going on and there was need for more information
  • In terms of disseminating information, the seminar really met the objective of #CORSIA2017
  • In terms of engaging, participants were able to share experiences and share their knowledge amongst each other

Saptandri Widiyanto, Indonesia

  • Many participants at the regional seminar, notably 3 international organizations and 17 States
  • The seminar provided a chance for participants to share expertise and experiences, many people were happy to have this opportunity
  • It focused on state action plans, which was helpful to States

Paulo Jardim, Brazil:

  • Regional seminar in Rio de Janeiro was a big success
  • It was the first of 5 regional seminars
  • There was a need expressed for transparent and simple instructions for people dealing with this issue so they can understand how to implement #CORSIA2017 effectively

Olaf Hoelzer-Schopohl, Germany:

  • Big variety of Member States and knowledge present at #CORSIA2017 regional seminar in Germany
  • Regional seminars meet the objectives to enhance understanding of the design elements for implementation of #CORSIA2017, and to identify the needs.

ICAO Deputy Director of Environment Jane Hupe is wrapping up the presentation on #CORSIA2017 implementation and the panel of representatives are taking the stage for the second roundtable of the seminar.

To help assist States in implementing #CORSIA2017, ICAO will:

• Develop training kits/brochures/practical guidelines/manuals
• Conduct webinars, use regional conferences/DGCA meetings for outreach
• Coordinate with the State Action Plan initiative, for necessary adjustments on MRV

State participants at the ICAO CORSIA regional seminars  were asked to answer a questionnaire related to the CORSIA implementation. Responses to this questionnaire were used to assess the levels of States’ experience and readiness in the MRV system of aviation CO2 emissions, and to better plan ICAO’s capacity building and assistance to States for the #CORSIA2017 implementation.

The questionnaire is available on the ICAO webpage.

ICAO Deputy Director for Environment Jane Hupe says that regional seminars resulted in a growth in understanding of CORSIA and asks the panel to identify what they think the next steps for the implementation of CORSIA following this seminar

Michael Gill, IATA:

  • The guidance ICAO gives and continues to give Member States will crystallize and we will see a genuine upscaling and increase in level of knowledge and understanding, industry will support this process all the way through
  • The more information that can be shared, the better, as this helps shape pragmatic approaches

Daniel Williams United States Federal Aviation Administration (FAA):

  • Outreach must continue to ensure those who have the desire are able to get what it is they need to be continually engaged in the process

Gilles Bourgeois, Transport Canada:

  • Capacity building and understanding are one and the same. There needs to be information provided in a way that 191 States will know what to do, at the same time, for the next 15-20 years

ICAO Deputy Director Jane Hupe asks the panel what some of their key takeaways are from this seminar and the various regional seminars:

Michael Gill, IATA:

  • ICAO has done tremendous job at dealing with different perspectives and levels of understanding, and broadening them
  • Strong desire for more capacity-building, delighted to see ICAO’s plans for that in the coming years and industry will continue to support that process
  • Desire and commitment from all to see CORSIA become successful

 

Daniel Williams, United States Federal Aviation Administration (FAA):

  • Great to see learning and problem-solving happening in real time. Great interest and desire among participants to have the information, to sit down and say “I can do this”
  • Diversity of participants in CORSIA, diversity of stakeholders. Great to see people who are coming to give interest and learn at the seminar

Gilles Bourgeois, Transport Canada

  • Participants brought detailed knowledge of their own aviation environment. In the end, CORSIA has to work for everyone.

Michael Gill, Director, Aviation Environment, International Air Transport Association (IATA):  The genuine desire from operators to participate in CORSIA is fueled by the will to get this right and to make CORSIA effective.

Tilmann Morata Liebert, Policy Officer, Directorate-General for Climate Action, European Commission: The willingness and readiness of the private sector to make CORSIA work is very encouraging.

Registries play an important role in CORSIA, especially in terms of tracking. Registries provide records of:

  • International aviation CO2 emissions
  • Operators’ offsetting requirements
  • Emissions units, including:
    – Purchase of emissions unit
    – Ownership and transfer of emissions units from one account to another
    – Surrender of emissions units towards offsetting requirements (ensure that emissions units are only used once)

The Verification phase of the MRV System aims to ensure the consistency of data and to identify any errors in the annual emissions report.

Verification is a 3-step process:

  1. An internal pre-verification by the aircraft operator
  2. Third party verification before reporting to the State Authority
  3. An order of magnitude review by the State Authority

The Reporting phase of the MRV system:

  • Reporting of CO2 emissions provides a basis to calculate the total emissions and the offset requirements of each aircraft operator. A standardized template is being developed to make CO2 reporting easy and uniform.

The calculation of CO2 emissions in the Monitoring phase of the MRV system is based on fuel burn: 1 tonne of fuel burn = 3.16 tonnes of CO2 emissions

This system is an integral part of #CORSIA2017. It collects CO2 aviation emissions data from all international flights  on an annual basis. It then compares those  emissions against the 2019 – 2020 baseline emissions.

A fun exercise that States did at the regional seminars is now being presented in the Assembly Hall. Participants are given scenarios and flight routes up on the screen. They have to identify which routes are covered by #CORSIA2017 in the pilot and the first phases. They also have to identify the CO2 emissions covered on those routes. Takes some practice!

ICAO encourages States to submit an action plan to help tackle carbon emissions from the aviation industry. The plan is a 5 step process:

  • Contact information of designated person
  • Submit a baseline of fuel consumption, CO2 emissions and air traffic
  • Create a list of expected measures
  • List expected results, in terms of fuel consumption, CO2 emissions and traffic
  • Detail their assistance needs

Prior to this Seminar, a series of regional seminars were held on CORSIA. State participants were asked to fill out a questionnaire  related to the implementation of CORSIA.
